Importing Steel Pipe into Mexico: NOM and Customs

Steel pipe bundles on a container terminal quay with cranes and stacked containers

Mexico has two gates before a steel pipe order clears: the customs entry, filed through VUCEM in the importer’s name, and, for products covered by the mandatory standard, conformity with NOM-251-SE-2025. This page separates what the supplier controls from what only the importer and its certification body can do.

What Mexican buyers order from China

  • Line pipe to API 5L – Grade B and X42 to X70, PSL1 and PSL2 – for gas, water and gathering lines.
  • Seamless pipe to ASTM A106 / A53 – for steam, process and general mechanical service.
  • OCTG to API 5CT – casing and tubing in J55, K55, N80, L80 and the hardness controlled grades.
  • Structural and mechanical tube – for construction, fabrication and equipment work.

The pipe families are the same ones exported to the rest of the region. The Mexican difference is the conformity and customs route, which the next two sections set out.

Two gates: VUCEM and NOM-251-SE-2025

The customs entry runs through VUCEM, Mexico’s digital foreign-trade window, with the declaration made in the importer’s name and processed by the customs authority. A supplier cannot file that declaration; it can only make sure the invoice, packing list, bill of lading and certificates describe the same goods in the same terms.

NOM-251-SE-2025 is Mexico’s mandatory standard for steel products used in construction. It was published by the Secretaria de Economia and is applied in phases: a first group entered into force in 2026, and a later phase gives an 18-month transition for other products in the standard’s table, such as steel pipe, sections and bars. Whether a particular pipe is covered, and which certification body evaluates it, is confirmed against the product, the end use and the rules in force on the day of import – not from a general statement.

TaskWho does itWhat to confirm
Confirm whether the product and end use are covered by NOM-251-SE-2025Importer and its certification bodyProduct, intended use and the standard’s table of covered products
Obtain the conformity document or certificate the route requiresImporter or its certification bodyThe accredited certification body and the evaluation route
File the VUCEM entry and pay duties and taxesImporter or its customs brokerThe tariff heading, value and rules in force
Issue the trade and mill documentsSupplierThat invoice, packing list, bill of lading and certificates agree

A conformity route discovered after production moves the delivery date; discovered after shipment it can hold the cargo. Confirm the two gates before the order is released.

Trade terms and delivery into Mexican ports

Veracruz, Altamira and Manzanillo are the usual gateways for pipe, with the destination chosen by the project and the inland delivery. Bundles that fit a 40 ft container travel as container cargo; 12 m lengths and large diameters normally ship as breakbulk, where FOB, CFR and CIF apply as written. The comparison is on the Incoterms page.

The documents have to agree with each other

  • Invoice: standard, grade, outside diameter, wall thickness, length, quantity and coating, matching the certificates.
  • Packing list: bundle numbers and weights reconciling with the invoice and the certificates.
  • Bill of lading: consistent with the term – on board for FOB, CFR and CIF.
  • Mill test certificates: heat numbers traceable to the bundles.
  • Certificate of origin: where a preference or the entry requires it, matching the invoice and the shipping documents.

Mistakes that hold up a Mexican order

  • Assuming NOM-251-SE-2025 covers every steel pipe. Coverage follows the product and end use named in the standard, so the check is specific, not general.
  • Asking the supplier to confirm a duty or certification it cannot control. The supplier controls the accuracy of the documents; the importer and broker confirm the entry and the conformity route.
  • Writing a vague invoice description. The broker has to classify the goods from the invoice; a loose description invites an interpretation and a hold.
  • Ignoring trade measures on specific origins. Mexico applies trade measures to certain steel pipe imports, so the origin and the current measure have to be checked with the broker before pricing.

What to send with the enquiry

  • Grade and standard, with the edition the project works to.
  • Outside diameter, wall thickness, length and end preparation.
  • Coating or lining, and the intended service.
  • End use, so NOM-251-SE-2025 coverage can be checked against the product and application.
  • Destination port and trade term, and whether the cargo ships in containers or as breakbulk.
  • Inspection scope, and whether a third-party report is required.
  • Quantity in tonnes and in lengths, and the delivery window.

Frequently asked questions

Does every steel pipe need NOM-251-SE-2025 to enter Mexico?

Not as a blanket rule. The standard applies to the products and uses it names, and the transition is phased. The importer’s certification body confirms coverage against the product and the application before the order is placed, because a certification route added later moves the delivery date rather than the pipe.

Can you file the Mexican import entry for us?

No. The VUCEM entry is made in the importer’s name, through its broker, against the classification the importer declares. What we provide is a document set that describes the goods accurately and consistently, so the entry is built on facts.

Does Mexico charge duties on steel pipe from China?

Mexico has trade measures that can affect certain steel pipe imports, including compensatory duties on some seamless pipe. The measure depends on the product, the origin and the tariff heading, and is confirmed by the importer’s broker against the rules in force on the day of import. It is not a fixed answer that belongs on a product page.
