Every export shipment is cleared against a tariff classification number. This page sets out the HS codes that cover the steel pipe, fittings, flanges and sucker rods Mejor Steel supplies, the elements your customs broker needs for the declaration, and how the code is read. It is a reference, not a ruling: the classification that applies to your import is the one your destination country’s customs accepts.
The six headings we supply under
| Product line | HS heading | What it covers |
|---|---|---|
| Seamless pipe — line pipe, casing, tubing, drill pipe | 7304 | Tubes, pipes and hollow profiles, seamless, of iron (other than cast iron) or steel |
| Welded pipe, outside diameter over 406.4 mm (LSAW) | 7305 | Other tubes and pipes, welded or riveted, circular cross-section, OD > 406.4 mm |
| Welded pipe, outside diameter 406.4 mm or less (ERW, HFW, SSAW) | 7306 | Other tubes, pipes and hollow profiles, welded, of iron or steel |
| Pipe fittings and flanges | 7307 | Tube or pipe fittings (couplings, elbows, sleeves, flanges), of iron or steel |
| Sucker rods and couplings | 8413.91 | Parts of pumps for liquids — sucker rods for oil well pumping units are classified here |

Seamless pipe (7304), by material and use
| Subheading | Covers |
|---|---|
| 7304.11 / 7304.19 | Seamless line pipe of a kind used for oil or gas pipelines — 7304.11 of stainless steel, 7304.19 other, that is carbon and alloy line pipe |
| 7304.22 / 7304.23 | Seamless drill pipe — stainless, and other |
| 7304.24 / 7304.29 | Seamless casing and tubing of a kind used in drilling for oil or gas — stainless, and other |
| 7304.31 / 7304.39 | Other seamless, cold-drawn and otherwise, of iron or non-alloy steel |
| 7304.41 / 7304.49 | Other seamless, cold-drawn and otherwise, of stainless steel |
| 7304.51 / 7304.59 | Other seamless, cold-drawn and otherwise, of other alloy steel |
| 7304.90 | Other seamless tubes and pipes not covered by the subheadings above |
Inside the “other, of circular cross-section” groups the six-digit subheading turns on how the wall was finished rather than on the steel: cold-drawn or cold-rolled pipe goes to 7304.31 (non-alloy), 7304.41 (stainless) or 7304.51 (other alloy), and pipe that is not cold-drawn goes to 7304.39, 7304.49 or 7304.59.

| 7305.12 / 7305.19 | Line pipe, OD > 406.4 mm, other longitudinal welding, and other |
| 7305.20 | Casing, OD > 406.4 mm, of a kind used in drilling for oil or gas |
| 7305.31 / 7305.39 | Other welded, OD > 406.4 mm, longitudinal (galvanized) and other |
| 7305.90 | Other welded pipe, outside diameter over 406.4 mm, not covered above |
| 7306.11 / 7306.19 | Welded line pipe of a kind used for oil or gas pipelines — 7306.11 of stainless steel, 7306.19 other |

| 7306.40 | Other welded, circular cross-section, of stainless steel |
| 7306.50 | Other welded, circular cross-section, of other alloy steel |
| 7306.61 / 7306.69 | Welded, square or rectangular cross-section, and other non-circular cross-section |
| 7306.90 | Other welded tubes and pipes not covered by the subheadings above |
Fittings and flanges (7307)
| Subheading | Covers |
|---|---|
| 7307.11 / 7307.19 | Cast fittings — of non-malleable cast iron, and other |
| 7307.21 | Flanges, of stainless steel |
| 7307.22 / 7307.23 | Threaded and butt-welding fittings, of stainless steel |
| 7307.29 | Other fittings, of stainless steel |
| 7307.91 | Flanges, other than stainless |
| 7307.92 / 7307.93 | Threaded and butt-welding fittings, other than stainless |
| 7307.99 | Other fittings, other than stainless |
Pipe or tube: what changes the heading
The HS headings do not choose between the commercial words pipe and tube. Headings 7304, 7305 and 7306 cover tubes, pipes and hollow profiles together. What moves a shipment between them is the manufacturing route, the outside diameter, the material and the use stated on the declaration.
| What the declaration says | What changes | What does not change it |
|---|---|---|
| Seamless or welded | Seamless goes to 7304; welded goes to 7305 or 7306 by outside diameter. | The word pipe or tube alone. |
| Outside diameter | Welded, over 406.4 mm outside diameter goes to 7305; 406.4 mm or less goes to 7306. | Nominal bore, schedule or pressure class. |
| Material | Stainless, non-alloy and other alloy steel take different subheadings. | The grade name by itself, unless it identifies the material family. |
| Use | Line pipe, casing, tubing and drill pipe have their own subheadings. | A general description such as steel pipe. |
Practical wording for the invoice and packing list: state seamless or welded, outside diameter and wall thickness, material and grade, the standard, and the end use. That is more useful to the broker than deciding whether to call the item pipe or tube.
What the declaration needs
The classification number alone does not clear a shipment. The customs declaration also carries the elements that identify the goods, and the more of them the invoice and packing list state plainly, the fewer hold-ups at the port. For our products those elements are:
- Name and use — seamless line pipe, welded casing, butt-weld elbow, weld-neck flange, sucker rod; and what it is used for
- Material — carbon steel, stainless steel, alloy steel, and the grade
- Specification — outside diameter × wall thickness, or nominal size × schedule, and the length
- Method of manufacture — seamless, or welded, or cast; hot-finished or cold-drawn
- Standard — API 5L, API 5CT, ASTM A106, ASME B16.9, ASME B16.5, and so on
A note on the number itself
The six-digit code is the international Harmonized System level and is the same everywhere. The eight- and ten-digit suffixes are national subdivisions, and they differ from country to country — the same shipment can be 7304.29 in one market and carry a longer suffix in another. The classification that matters on your side is the one your destination country’s customs accepts, not the one quoted on our invoice.
We state the classification on the invoice and packing list for the goods as supplied. Final classification is determined by the customs authority of the destination country; where a ruling or a binding tariff decision exists for your market, that takes precedence over the codes above.
Frequently asked questions
Which HS code covers API 5CT casing and tubing?
Seamless casing and tubing of a kind used in drilling for oil or gas falls under 7304.29 (7304.24 if stainless). Welded casing of the same kind falls under 7306.29. The national suffix your broker uses will depend on the destination country.
What is the HS code for seamless steel pipe?
It is set by what the pipe is for and what it is made of, not by the word seamless. Line pipe of a kind used for oil or gas pipelines is 7304.11 for stainless steel and 7304.19 for carbon and alloy steel. Casing and tubing for drilling is 7304.24 or 7304.29. Seamless pipe that is neither, process pipe to ASTM A106 for example, falls under 7304.31 if it is cold-drawn or cold-rolled and 7304.39 if it is not, with 7304.41/7304.49 for stainless and 7304.51/7304.59 for other alloy steel.
What is the HS code for boiler and heat exchanger tubes?
Carbon steel boiler and heat exchanger tube to ASTM A179, A192 or A210 falls under 7304.31 (cold-drawn) or 7304.39, the alloy grades to A213 under 7304.51 or 7304.59, and stainless tube to A269 or A312 under 7304.41 or 7304.49. Welded rather than seamless, the same grades move to 7306.30, 7306.50 and 7306.40. The national suffix depends on the destination country.
Which HS code covers pipe flanges?
Flanges are under 7307: 7307.21 for stainless steel flanges, 7307.91 for carbon and alloy steel flanges.
Which HS code covers sucker rods?
Sucker rods for oil well pumping units are classified as parts of pumps for liquids, under 8413.91.
Can you state the code on the invoice?
Yes. We state the classification for the goods as supplied on the invoice and packing list. The declaration your broker files is made against the destination country’s tariff, which may carry a different national suffix.
