Importing Steel Pipe into Argentina: Terms and Documents

Steel pipe bundles being loaded at a river port terminal

Argentina is a market where buyers already source pipe from outside the country, so the question is not availability but responsibility: who files what, and which documents have to agree with each other before the cargo clears. This page covers both sides, together with the grades Argentine buyers order from China.

Argentina is one of the markets where foreign suppliers already rank for pipe enquiries, which means buyers here are used to sourcing from outside the country. What those pages leave out is the part that decides whether the cargo clears: who is responsible for what, and which documents have to agree with each other. This page covers both, and it is written for the buyer rather than for us.

What Argentine buyers order from China

  • Line pipe to API 5L – Grade B and X42 to X70, PSL1 and PSL2 – for gas and water transmission.
  • Seamless pipe to ASTM A106 / A53 for steam, process and general high-temperature service.
  • OCTG to API 5CT – J55, K55, N80, L80 and the hardness controlled grades – for workovers and completions.
  • Large diameter welded pipe for water transmission and piling, where the diameter range decides the process.

Trade terms: what FOB, CFR and CIF actually change

The Incoterms® rules are published by the ICC: eleven three-letter terms allocating cost, risk and obligations. FOB, CFR and CIF apply to sea and inland waterway transport and are the terms used for pipe into Argentine ports.

TermMain carriageRisk passesWhat the buyer controls
FOBBuyer books and paysWhen goods are on board at the port of shipmentFreight, sailing schedule, insurance
CFRSeller pays to the named destination portWhen goods are on board at the port of shipmentInsurance from loading onwards
CIFSeller pays carriage and insurance to destinationWhen goods are on board at the port of shipmentNothing before arrival; the cover is the rules’ minimum

Two practical points for pipe. Under CFR and CIF the risk passes when the pipe is on board in China, so the buyer’s own cover is what protects the cargo even where the seller arranged insurance. And where the pipe travels in containers rather than as breakbulk, check with the forwarder whether an “any mode” rule fits the handover better than a sea rule – the ICC guidance associates FOB, CFR and CIF with sea and inland waterway transport.

Who does what at the Argentine end

Import clearance in Argentina runs in the importer’s name, through its own customs broker, with the customs authority – ARCA – as the administering body. The split is worth stating plainly because suppliers are sometimes asked to promise things they cannot do.

The importer or its broker: registers and operates as an importer, classifies the goods, confirms the tariff and tax treatment in force for that classification, files the import declaration, and clears the cargo.

We, as the supplier: issue the documents that have to match the goods – commercial invoice, packing list with bundle numbers and weights, bill of lading or multimodal document consistent with the term, mill test certificates traceable to the heat numbers on the bundles, and a certificate of origin where the importer is claiming preferential treatment under an applicable agreement.

What no supplier can do is clear Argentine customs in the importer’s name, or confirm a duty and tax treatment that depends on the importer’s registration and classification. Any supplier offering that is describing something it cannot deliver.

The documents have to agree with each other

A clearance problem is almost never a supplier problem; it is a file that does not agree with itself. The checks that catch it before shipment:

  • The invoice description names the grade, outside diameter, wall thickness, length, quantity and coating exactly as the certificates do.
  • The packing list bundle numbers and weights reconcile with the invoice and with the mill certificates.
  • The bill of lading is consistent with the trade term – on board for FOB, CFR and CIF.
  • Heat numbers on the certificates can be traced to the bundles on the packing list.
  • Where a certificate of origin is claimed, it matches the invoice and the shipping documents.

Run those five checks before the documents go to the bank, and the cargo does not sit at the port while a correction is issued.

What to send with the enquiry

  • Grade and standard, with the edition the project works to.
  • Outside diameter, wall thickness, length and end preparation.
  • Coating or lining, and whether the pipe is for a buried or a potable water line.
  • Inspection scope, and whether a third party report is required.
  • Trade term and port, and whether the cargo ships in containers or as breakbulk.
  • Documents required, and whether a certificate of origin is needed.
  • Quantity in tonnes and in lengths, and the delivery window.

Frequently asked questions

Is the supplier responsible for Argentine import duties?

No. Duty and tax treatment is assessed on the importer’s declaration, against the classification of the goods and the rules in force on the date of import, and it is the importer’s broker who confirms it. What the supplier controls is the accuracy of the documents that the declaration is built from.

FOB or CIF for a pipe order into Argentina?

FOB where you have a forwarder you trust and want the freight and sailing schedule under your control; CIF where you want one delivered-port price. Under both, the risk passes when the pipe is on board, so hold your own cargo insurance from loading.

Can you supply in lengths that fit a container?

Yes, and the length is usually the first question because it decides how the order ships and what the freight looks like: bundles that fit a 40 ft box travel as container cargo, while 12 m lengths and large diameters normally ship as breakbulk. Send the lengths with the enquiry and the shipping form follows.
