API 5L Line Pipe for Mexico: Grades, NOM and Delivery

Seamless line pipe stacked in bundles with bevelled ends and protective caps on a port quay

Mexican buyers order line pipe for gas, water and refinery work, but the order is decided as much by NOM-251-SE-2025 and the VUCEM entry as by the grade. This page covers the API 5L grades and PSL Mexican projects use, the process choice, and the two checks that have to be confirmed before production starts.

What Mexican projects order

  • Line pipe to API 5L – Grade B and X42 to X70 cover water, gathering and gas work, with PSL2 where the project needs impact testing and weld examination.
  • Seamless to ASTM A106 / A53 – for steam, process and general mechanical service.
  • OCTG to API 5CT – casing and tubing where the well programme calls for it.
  • Structural tube – for fabrication and equipment work.

The line pipe decision is the same one buyers face in every market: grade fixes the strength, PSL fixes how much proof the buyer receives, and the process follows diameter and wall.

Grade, PSL and process move together

RouteTypical outside diameterWhere it fitsWhat to watch
SeamlessUp to about 24 in (610 mm)Smaller high-pressure lines, heavy wall, bent or threaded sectionsCost per tonne rises faster than welded as wall increases
ERWUp to about 24 in (610 mm)Water, gathering and lower-pressure linesThe weld seam limits high-pressure and sour service acceptance
LSAWAbout 16 in (406 mm) and aboveHigh-pressure gas transmission and larger diametersLonger mill lead time on high-grade, heavy-wall plate
SSAWLarge diameter, one line covers a wide rangeWater mains, piling and low-pressure large-diameter workHigh-pressure gas usually specifies LSAW or seamless unless the project permits spiral pipe

API 5L PSL2 adds the carbon equivalent, impact testing and non-destructive examination scope that gas transmission normally requires. PSL1 remains the lower-cost route for water and utility lines.

NOM-251-SE-2025 and the order

Mexico’s mandatory standard for steel products used in construction, NOM-251-SE-2025, applies in phases. Whether a particular line pipe is covered depends on the product and the end use named in the standard, and is confirmed by the importer’s certification body before the order is priced. A conformity route discovered after production moves the delivery date; discovered after shipment it can hold the cargo.

For line pipe the two fields that usually stall the specification are the CVN test temperature and the coating system. PSL2 makes impact testing mandatory but does not set the temperature; that value comes from the design code or line specification. Coating is decided by whether the line is buried and what the site specifies, so state FBE, 3PE/3LPE, 3PP, cement mortar lining or bare on the enquiry.

Who files what at the Mexican end

The VUCEM entry is filed in the importer’s name, through its broker, against the tariff heading the importer declares. A supplier cannot file that entry. What the supplier controls is that the invoice, packing list, bill of lading and mill test certificates describe the same goods in the same terms, so the entry and the conformity check are built on facts rather than on an interpretation.

Delivery into Mexican ports

Veracruz, Altamira and Manzanillo are the usual gateways for pipe. Bundles that fit a 40 ft container travel as container cargo; 12 m lengths and large diameters normally ship as breakbulk, where FOB, CFR and CIF apply as written. Send the destination port and the trade term with the enquiry, because they decide the shipping form.

Mistakes that cost a Mexican order

  • Leaving the CVN temperature off a PSL2 order. The mill cannot run the impact test until the design temperature is named.
  • Assuming NOM coverage without checking the end use. Coverage follows the product and application named in the standard, so the answer is specific, not general.
  • Choosing a process before the diameter and wall are fixed. The process follows diameter and wall, so a small high-pressure line is seamless while a large transmission main is LSAW or SSAW.
  • Describing the coating loosely. The invoice and the certificates have to name the same coating system, or the clearance file does not agree with itself.

What to send with the enquiry

  • API 5L grade and PSL, with the edition the project works to.
  • Outside diameter, wall thickness, length and end preparation; state minimum wall or nominal wall.
  • Manufacturing route, or the design pressure and the allowable stress if the route is still open.
  • Coating or lining, and the design temperature for any impact testing.
  • End use, so NOM-251-SE-2025 coverage can be checked against the product and application.
  • Destination port and trade term, and whether the cargo ships in containers or as breakbulk.
  • Inspection scope: EN 10204 3.1 or 3.2, third-party inspection, and the non-destructive examination required.
  • Quantity in tonnes and in lengths, and the delivery window.

Frequently asked questions

Which API 5L grade is normally ordered for Mexican gas lines?

Water and gathering lines run Grade B and X42 to X60; high-pressure gas transmission moves into X70. The grade follows what is sizing the wall, and the comparison is set out on the X65, X70 and X80 page.

Does API 5L line pipe need NOM-251-SE-2025?

Not automatically. Coverage depends on the product and the end use named in the standard, and the transition is phased. The importer’s certification body confirms the answer against the product and the application before the order is placed.

Can you file the Mexican import entry for us?

No. The VUCEM entry is made in the importer’s name, through its broker, against the tariff heading the importer declares. We provide the document set that describes the goods accurately and consistently.
