API 5L Line Pipe for Saudi Arabia: Grades, Wall and Delivery

API 5L line pipe stacked in bundles on a port quay

Line pipe enquiries for Saudi projects arrive with four questions: which grade, which wall, what paperwork, and how it reaches site. The grade and the wall are one decision, and the documents follow from the end use. This page answers all four so a quotation can be compared with the others on the table.

Which grades are ordered, and which PSL

The grades quoted most often for Saudi projects are Grade B and X42 to X70. Grade B covers general transmission and utility work; X52 to X65 dominate larger transmission lines; X70 appears where the design wants a thinner wall for the same pressure. PSL2 is specified wherever the project needs a carbon equivalent cap, impact testing and a defined non-destructive inspection scope – which is most oil and gas work – while PSL1 remains common for lower-duty water and utility lines.

Where the fluid contains hydrogen sulphide in the presence of water, the order changes: API 5L Annex H and a sour service specification apply, and the grade may move to a hardness controlled option. Our sour service page covers how that route is set.

Grade and wall are one decision

For a fixed design pressure and diameter, moving up a grade reduces the required wall thickness. That is the whole economic argument for X65 or X70 over Grade B on a long line: less steel, less welding per joint, and lower transport weight.

The rule has two limits that decide whether the upgrade pays.

  • If something other than pressure sizes the wall, the higher grade buys nothing. Where the wall is set by buckling, handling, a minimum wall in the specification, or a weight-on-bottom requirement, raising the grade adds cost without changing the pipe. Ask what the wall is being sized against before optimising the grade.
  • The higher grade carries a welding cost that lands on the contractor. X70 and X80 are supplied quenched and tempered or thermomechanically rolled, and the welding procedure has to be qualified for the grade; on X80 the consumables and heat input window can change. A grade chosen on steel price alone can cost more once the welding is re-qualified. The comparison sits on our X65 vs X70 vs X80 page.

Documents and conformity for line pipe

Two different things are being certified, and mixing them up delays projects.

  • What the pipe is: mill test certificates to the specification, with chemistry, mechanical and impact results traceable to the heat numbers on the bundles. Where the project requires independent verification, the certificate is issued to EN 10204 3.2 or supported by a third party inspection report.
  • Whether it may be installed: whether the end use falls under a Saudi technical regulation, and if so, the conformity route through Saber. That part sits with the importer and its representative – the Saudi compliance page sets out the sequence.

For oil and gas projects the governing document is normally the project owner’s specification, which adds its own inspection and documentation requirements on top of API 5L. Send it with the enquiry; quoting against API 5L alone and discovering the project-specific requirements later is how delivery dates move.

Delivery into Saudi Arabia

The eastern ports – Dammam and Jubail – are where most pipe lands, and the shipping decision usually comes before the commercial one.

Cargo formWhat it suitsWhat it changes
ContainersSmaller quantities and shorter lengths that fit a 40 ft boxThe trade term should match a handover at a terminal; FOB, CFR and CIF are sea-transport rules and fit breakbulk better than a container handover
Breakbulk or multipurpose vessel12 m lengths, large diameters and orders that do not fit a boxFOB, CFR and CIF apply as written; heavy-lift capacity and discharge arrangements set the cost per tonne

Under CFR and CIF the seller pays the freight, but the risk passes when the pipe is on board, so the buyer’s own cargo cover is what protects the consignment from that point. Our Incoterms page compares the terms for steel cargo specifically.

What to send with the enquiry

  • API 5L grade and product specification level, with the edition the project works to.
  • Outside diameter, wall thickness, length and end preparation; state whether minimum wall or nominal wall is meant.
  • Coating, lining and whether the line is buried, and the design temperature if impact testing is required.
  • The project owner’s specification, if there is one.
  • End use, so the conformity question can be answered before pricing.
  • Quantity in tonnes and in lengths, the delivery window, the port and the trade term.
  • Certificates and inspection: mill certificate type, third party inspection, and whether the pipe has to be released against a witnessed test.

Frequently asked questions

Should we specify X65 or X70 for a Saudi gas line?

It depends on what is sizing the wall. If pressure is the constraint, the higher grade reduces the wall and pays for itself across a long line. If the wall is fixed by the specification, by buckling or by handling, X65 and X70 give the same pipe and the difference is cost. The welding procedure is the second half of the answer, and it is the contractor’s cost rather than the mill’s.

Can you supply line pipe that has already been registered for Saudi conformity?

The conformity registration is held in the importer’s name, so it is not something a supplier transfers. What we do is provide the product data, test records and documents that the registration and the shipment certificate depend on, and prepare them with an approved conformity body where the project asks for it.

Do you supply PSL2 with impact testing?

Yes – impact testing is part of what PSL2 orders normally specify, together with a carbon equivalent cap and a defined non-destructive inspection scope. The test temperature and acceptance criteria belong on the order, because they are what the certificate is written against.
